Cannot create a file when that file already exists.

Hi,
I have tapi application in which I want to read/write some data through
modem using COM port.
But when I use the handle returned by LineGetId to read or write file it
gives me error

"Cannot create a file when that file already exists. ".

I couldnt get the reason why its trying to open the file again while reading
or writing when the file(in this case COM port) is alreadyopened.

Any clues will be of great help.
