No, it is for NT based systems only. You will need to get SoftIce from
NuMega for 9x

Actually, windbg has limited support for debugging user mode code under
win9x. For details, install the debugger on NT based o/s, then read the
article titled “Using the Debuggers with Win9x” in the debugger
documentation.

But Don is correct. If you need to debug kernel mode code then you’ll
need to use either softice or native windows 9x debugger
