You did catch the purpose right. And there are solutions that do it. None are perfect… but neither is a vault
in a bank - it is just way more secure than leaving something in broad daylight. A filter itself is not enough,
there is a lot more involved in endpoint security.
But to say Office encryption is enough or even useful is unrelated, to say the least.

And, in fact, is entirely counter-productive to a list dedicated to talking
about file systems and file system filters. While I understand that Peter’s
gluing wings on a pig analogy has really taken off, having this list
constantly devolve into rants about FDE and Office’s built in security
support is really counter productive and diminishes what a valuable resource
this list is. I’m sure there are zillions of security lists out there where
everyone can pooh-pooh per-file encryption, but good luck finding another
list where you can actually get help sifting through all of the complex
interactions and behaviors you see at the file system level in Windows.
In the future, please feel free to sound off on nttalk if you find yourself
being annoyed by YAOQ (Yet Another Office Question). It’s there so you can
sound off on alternative solutions that everyone is too stupid to use,
threat models, physical security, and whatever else you want. That will let
us continue to happily focus on the twisted file system interface on Windows
combined with the twisted application behaviors out there.
