how to disable "Digitally signed driver" check for 64 bits OSes?

I thinking of pointing the wiktionary entry for “tedious” (http://en.wiktionary.org/wiki/tedious) here as an overall aid to learners. Anybody here willing to back me up if they delete my link?

That’s more than a rumor, it’s documented. WinQual requires a Verisign
certificate – and only a Verisign certificate – in order to establish
a WinQual account. It doesn’t have to be a Verisign code-signing
certificate, although they will work.
