Is there a official way to get MS private symbols?

A few years ago, I heared from others: Intel or AMD has private symbols . But I doubt on it.
May be this question is stubid , but I really want to know if there is a official way to get private symbols from Microsoft?

Of course there is. Just like there are "official ways" to get source code, delivered in various ways, for a wide variety of potential purposes and uses.
Just like any tech company, there are many different levels of partnership with MSFT. These are all based on mutual business need and agreements.
