In Suspense with W2K and a Dell Laptop

The following query is only dubiously relevant to this list. However, I
strongly suspect that some of the readers could shed some light, and there
is a whole platoon of people whose suffering could be eliminated. Anyhow:

On some, but not all, Dell Inspiron 7500 laptops running W2K, Suspend,
Hibernate, and Eject PC are nonfunctional. Any attempt to use these results
in a dialog box that states that the standard Microsoft 101-key PS/2
keyboard driver is refusing to allow the system to suspend.

Dell and Microsoft are both, so far, cute about this. Some users have been
able to make this go away by miscellaneous changes to their system, with
particular emphasis on eliminating programs running on the taskbar. Others
of us can’t make it work nohow.

My questions for this list is the following: Why on earth would the keyboard
driver refuse to suspend? How does it decide to say yes or no?
