HLK Client Installation is failing for Windows 10

I setting up WHQL environment for Windows 10 operating system.
Test server machine is installed with Windows Server 2019 operating system and Windows HLK for Windows 10, version 2004.

Followed the steps(mentioned below) to install the HLK Client on test system.

However, upon installation HLK Client is failed with below error.

`Install or Uninstall of the HLK Client failed.

Error Details:
Failed to create user due to invalid password. (-2147022651 WDKLclStdUsr )

System Error -2147023293 Fatal error during installation.`

Looks like an authentication issue. Kindly share more details or logs. Are you testing one client or multiple clients . What is the hardware architecture of the client.

Sorry for late reply.

Because of network security policies this is see.
When disabled or made a private network this issue is resolved.
