Our FPGA has 8GB BAR size.
It’s connected via PCIe to the PC.
When FPGA is burned, windows is not booting. It hangs.
Is it possible to know what is the possible BAR size BIOS can allocate ?

Is it Windows that is hanging, or is it the BIOS? Have you hooked up a kernel debugger to see what is going on? Are you behind a PCIe bridge?

You are right. It is a BIOS issue.
My BIOS can be set to handle 8GB BAR.
