zero length packet on USB

Hello

Generation of Zero length packet is a responsibility of Microsoft driver (
supplied with OS) or the driver developed by the user need to take care of
it if the data is even multiples of Packet size ? I could not proper answer
for that . Can anybody let me know what I should do in this case . If it has
to be sent by driver developed by user what exactly we should do ? Do we
just need to make length as Zero and call a bulk out ?

As far as I know, It should be a device (Firmware/state machine) . Look USB
spec. p. 166 for more detail.
