I don’t think there is an URL. Documentation on whistler features will show
up in the DDK starting build 2280. You have to be part of beta program to
get the interim build or you can wait for beta1 to be released to MSDN. Some
of this information will also be published in recent releases of Hardware
newsletter which you can subscribe to under NDA.

Am I right that all new features of Whistler are kernel-mode and
DDK-related?

What I mean is the general “What’s new” document (maybe even
marketing-oriented, not technical-oriented).
