GlobalSign does also sell the digital certificates that you can use to sign the driver files for Windows Vista/7 and is several times cheaper than
Verisign.
Microsoft Authenticode Code Signing certificates is what you need:

Unfortunately no. None of the code signing certificates Microsoft
recognizes can be sold to individuals. It is assumed that a company is
easier to track and therefore be held responsible.

According to GS, US and UK citizens can, but I am not sure it will work for kernel signing.

As has been discussed many times, it depends upon the state you live in.
The license can be very little to twice the price of the cert. Also,
remember depending upon tax laws, if you aren’t bringing in revenue for
N years you are not considered a business. Locally, my total cost
would be many times the cert price.

It should be pointed out that if this is project that would benefit the
driver community (and you are willing to lat OSR review the source
code), OSR has offered to sign things given the right that they can
distribute on their site.
