When the RSS Hash key changes

Devs,
I am little bit confused about RSS Hash calculation in NDIS 6.20 frame work,
What is the purpose of hash key values?
When does RSS key values change? or Is it fixed?

Please let me explain any one about this.

RSS hash determines which RX queue should be associated with a particular TCP/IP connection.
