Why did MS write one more function only for Configuration Request?
Not for Select Interface, Get Descriptor etc…
Is there a special reason?

The “create configuration request” is somewhat complicated, requiring a
moderately extensive data structure that gets passed with the request.
The other requests you mentioned are very, very simple. No one probably
thought a helper was needed.
