USB dev kit for userland?

Hello

Is there is any win32 library that does like:

http://www.tetradyne.com/dxusb.htm

Or the DOS library:

http://www.georgpotthast.de/usb/

But for free and w/ source code?

I want to compose and send my own URBs to a given device.

(I am aware of writing ones own driver to send the URBs, but I am looking
for something already done, just to test couple of things).
