UpdateDriverForPlugAndPlayDevices API question

Does anyone know why the UpdateDriverForPlugAndPlayDevices API would fail
with

Error 5 = Access is denied.

There is no mention of this error value being returned in the DDK for this
API.

OKAY here’s the deal.

I figured out that my install program cannot run from network shared
filed.
That is the reason for the Access Denied Error returned back from
UpdateDriverForPlugAndPlayDevices. How does my install program get access
rights to the current machine that it is running on (Administrative Rights
preferrably) when running from a shared network file system drive.

Or does my install program have to run off the harddrives to be able to
install a driver using UpdateDriverForPlugAndPlayDevices.
