Under W2K ipReleaseAddress() takes 6-7 seconds?

I’m having a problem with a ring 3 call so please forgive me.

I’ve a service that calls ipReleaseAddress() followed by ipRenewAddress()
to obtain a new IP when my laptop has roamed to a new subnet. Under Win9x
the ipReleaseAddress() call is very quick but under W2K it takes from 6 to
7 seconds. This is consistant with many different brands of laptops and
LAN and WLAN cards.

Does anybody know anything about this. Any pointers?
