What do vendors normally do with pnp driver installation setup? Do they have devcon kind of application which unloads, copies the new driver and loads the new driver…or will they prompt a restart of the system?

Are you asking what do they normally do, or what should they normally do? You should avoid reboots if at all possible. I am not at all sure this is the norm though. BTW, this doesn’t mean it is always possible to avoid a reboot, but for the vast majority of PnP drivers it probably is.
