Set SERVICE_BOOT_START for filter on Windows XP

Hi all,
I am developing a file system filter driver base on FileSpy. And I set its starttype to be SERVICE_BOOT_START , but it is not loaded at boot time. Any one knows what is wrong? I appreciate any input.
