No, the header files you have are the header files we use and tend to be
classic ANSI C.

Reading the DDK documentation, sometimes MS says that the input buffer
is
modified.
The documentation does not say so for RtlAnsiStringToUnicodeString.
I can’t imagine MS modifying the input buffer for
RtlAnsiStringToUnicodeString. Can I depend on it not being modified?
