RtlAnsiStringToUnicodeString

Reading the DDK documentation, sometimes MS says that the input buffer is
modified.

The documentation does not say so for RtlAnsiStringToUnicodeString.

I can’t imagine MS modifying the input buffer for
RtlAnsiStringToUnicodeString. Can I depend on it not being modified?

No, the header files you have are the header files we use and tend to be
classic ANSI C.
