Hello,
I need to know if I can send a windows message (something like
WM_REFRESH_CONFIG) using SendMessage or something similar; Can I receive
the message in the driver? how can I handle it?

No you cannot for sure. Why this strange idea of OS layer mixing? The
kernel and drivers know nothing on GUI, windows and messages.
