Windows 2000 and Windows 98 have different networking code. This is
probably not something that they spent time trying to make identical
between platforms. Subnet routes have been handled lots of different
ways by different operating systems. They always show up on a Cisco,
for example, and on Linux it depends on the kernel release and the
supporting tools release.

It’s not broken or a bug. It’s just One Of Those Things.
