It does have some bearing on hobby programming and maybe
open source programmers.

On the other hand, I do not think there are a lot of open source
Windows driver projects and most of them are developed by
big companies anyway.

We do not have problems to get some donations to pay for
the code signing certificate for libusb-win32 and libusbK
driver.
