Specifying a device id of PCI\xxx in the INF file does *not* cause the
PCI bus driver to act as your enumerator. If you try to install your INF
with the Add Hardware wizard, the root enumerator will react, thinking
you are a legacy device. If you don’t have a LogConfig section in the
INF, you won’t get any I/O resources.

The right way to do this is to plug in the card and let the PCI bus
driver detect your card. It will then start the setup program to ask you
for an INF file.
