I don’t have a conclusive answer, though I’ve seen that problem with my own
Gx150. I did find that if I don’t leave any empty slots below those odd
ones, it seems to work, though I haven’t exhaustively tested it. Once I had
a config that worked, I just used it.
If you find a definitive answer, please let me know.

I have seen problems on computers where certain cards, like video, had to be
in a primary pci slot- not behind a bridge. Problem was that you didn’t
know which slots were primary and which secondary, it was just trial and
error, like Phil said. There was one time I was fortunate enough to know
one of the engineers that had worked on a particular platform, so he was
able to tell me what was what. I have also seen problems with the pci bus
not supporting a 3.3v card, and that looks like a dead card too.
