This is a bit inaccurate. Binary compatibility for most WDM drivers is
*certainly* possible, at the very least by using WDMSTUB to implement a
few functions that 98/Me don’t natively support. It’s probably
impossible to write a binary *or* source compatible NDIS miniport
because of important differences between various versions of NDIS,
though. (Unless by “source compatible” you mean “same C files with tons
of conditional compilation”.)
