I think it is partially possible by installing a upper-filter driver, which
will handled only IRP_MN_QUERY_CAPABILITIES, and set
DEVICE_CAPABILITIES.SurpriseRemovalOK = DEVICE_CAPABILITIES.Removable =
true;
