Walter Oney covers this fairly well in his book, and it has been a subject
of several discussions here an in the newsgroups. The PnP manager loads PnP
drivers according to it’s own guidelines.

Subject: [ntdev] Can a WDM SERVICE_SYSTEM_START
driver load after a LEGACY SERVICE _SYSTEM_START driver?
I’ve been trying to get my WDM driver to load after
LEGACY_TCPIP.
Does the PnP manager load all of the PnP drivers first
regardless of
“dependencies” (DependOnService)? If you are familiar with
this I’d
appreciate some advice/feedback.
Thanks.
