Yes, you can do this even for 32 bit DLLs in “happy time” in a VxD
environment (i.e. 9x/Me). Check out this code.

Now, the code works in this case, and the Windows 16 bit kernel thunks to 32
bits regularly and calls 32 bit exports, but I cannot be sure that this is
safe for all purposes. I found and compiled this out of intellectual
interest, and not for any product. Enjoy!
