Yes, it is necessary for interprocessor interrupts at least.

Epox D3VA SMP mobo with VIA Apollo 133 chipset has APIC, no stacking on IR9.
Asus CUSL2 uniprocessor mobo with i815 chipset has no APIC, stacking on IRQ9.

Note that Epox is much worse quality vendor then Asus, D3VA is even cheaper then CUSL2 (the latter was one of the most popular
off-the-shelf mobos in the world some months ago).
