I wrote a DOS TSR in Microsoft Business Basic compiler once. Of course,
it took all available memory, so once it went resident, all system
memory was gone, but hey, it worked; Just add assembly, shake well and
compile.

(I was bored to death one weekend)

P-code in the kernel?

ACPI does this.
The P-code is compiled by a BIOS author, embedded into BIOS and executed by the kernel driver.
