Depends on modem kind I think. At least the Conexant USB ADSL modem
emulates the Ethernet adapter, so, the answer is “yes, NDISUIO will catch these
packets unmodified”.
Note that you will see IP over PPPoE over Ethernet, but not IP over
Ethernet (unless we are speaking on expensive ADSL contract version which
provides several static IP addresses, and not single dynamic).
As about accessing the lower layers like RFC1483 and such - I think no.
Nobody have established the common way of accessing this functionality on ADSL
modem drivers.
Anyway many people use routers for ADSL (so there is nothing ADSL-specific
on the computer), so, this software will have a rather narrow market.
