N/w Packet Filtering in Kernel Mode

Dear All,
If i need to write a kernel mode driver for intercepting ALL packets
flowing over the network and simultaneously have a user-mode app control the
filters i apply, which would be better option…TDI filter driver or NDIS
Intermediate driver.
