Local Port in TDI Filter

In TDI Filter, I want to monitor when new ports are created and destroyed.
In which routine will I get the created local port. (i.e. TdiDispatchCreate
OR TdiDispatchInternalDeviceControl-TDI_ASSOCIATE_ADDRESS OR …).
