Is there any disk class wide filter driver

Can I write a disk class wide filter driver to monitor all requests to all
disk without intstall filter to each disk stack repeatedly? For example, if
a new disk is pluged in, current filter can not be installed on it
automatically.

Yes there are class filters, go read the DDK.
