Is PsLoadImageNotifyRoutine called boot-time

When a driver(a boot start driver) setup a PsLoadImageNotifyRoutine,
If system reboot, is the routine called during the boot?
Is it written into some registry or disk for surviving re-boot?

NO, it is not. The drivers at boot time are all loaded before the first
call to DriverEntry so how would you register before the your driver has
a chance to execute. You can use AuxKlibQueryModuleInformation to get
the modules that have been loaded before you register.
