GroupOrderList is used to interpret the Tag value in the service keys.
Nothing requires a group to have an entry in GroupOrderList (or in
ServiceGroupOrder\List, for that matter, in which case it is treated as if
it were included after all those explicitly listed).

Nope. The function of the GroupOrderList is to establish the ordering for
the Tag value for any driver within that group. The ServiceGroupOrder\List
establishes the order of individual groups with respect to one another (at
least within a given start time.)
