IRP_MJ_SHUTDOWN request in NT40

Is there anything in the shutdown IRP structure that tells the driver that
system is shutting down based upon a certain user selection (i.e: “Restart”
vs. “Shutdown of the Computer”)

No, but you can use power IRPs on w2k and XP instead. They have this
information.
