IoGetLowerDeviceObject API access on Win2k

The IoGetLowerDeviceObject() API is reported to be available
(on MSDN) in Win2k for SP4. However, I do not seem to be able
to access it on a Win2k-targeted build. Clearly ntifs.h does not
allow this by requiring that NTDDI_VERSION >= NTDDI_WINXP
but a local prototype fixes that problem. But it does not appear
that the libraries I get for Win2k support this API so I get an
unresolved external.

Is there some tweaking of the build environment that’s necessary
to access this late-addition API? Or does this work for people
as-is and something is wrong with our DDK (5308) installation?
Is the WinXP environment compatible with Win2K/SP4 environments?
