Is there an OID that affects the TRUE/FALSE return value of his function in drivers?

Major doubts.

This value is created by the user-mode Network Location Awareness service, which uses the black magic like the MAC address of the default gateway to identify the network.

This very thing looks very much evil for me, because sometimes this value is wrongly negative, which prevents IE and Windows-provided VPN clients from initializing, even though connectivity itself works fine.

Also, the long “Identifying…” state of the Wi-Fi connection is due to the same abusive service which hardly provides any benefits.
