Installing WHQL test signature root certificate

I’m trying to use a WHQL test signed driver but it seems I first need to
install the test root certificate file named testroot.cer. This is on
Windows Server 2003. Does anybody know where I get testroot.cer? I’ve looked
in a lot of places, with no success.

Or is there something else I’m supposed to do to enable test WHQL signatures
on W2k3?

View the signature details from the Digital Signatures .CAT properties
tab. Then click “View Certificate”, and then “Install Certificate…”.

That was a good idea, but unfortunately the certificate chain still doesn’t
validate because it can’t find “Microsoft Test Root Authority”. Other
suggestions?
