Inf2Cat.exe error on Win11

We just switched to Win11 and now the Inf2Cat.exe is not working. Here is the error I see:
An error occurred loading the Windows file protection data file 'WindowsProtectedFiles.xml'.

Anyone seen this issue?

Would you specify the versions of both Inf2Cat and Windows 11 ?

Microsoft Windows 11 Enterprise
Version 10.0.22621 Build 22621

Inf2Cat version: 1.0.0.0
It's part of Windows Kits\10\bin\10.0.26100.0\x86

I googled for "WindowsProtectedFiles.xml inf2cat" and it looks like a long-standing problem. I don't know all your circumstances, so the best I can do is suggest you read some of those hits.
