inf file about Twain_32.dll

I am writting a inf file,now i encouted a problem:
I found there no file-“Twain_32.dll” in some old system(Win98).
so i writed follow section,i want to copy this file from the system CD_ROM
if this file did not in system directory,but sometimes this file had exist
in system,but it will not detect this file automatically,and it still asked
me to point to the system CD_ROM to get this file.Who can help me
to solve this problem,thanks!
