I have to develop a storage filter driver like diskperf.
Do i need to purchase IFS kit for this purpose. Is it going to help me
in any manner.

No, only the DDK is required for this type of implementation.

If you are truly only dealing with disks at the block level, you do not need
the IFS. If you want to deal with files, then you need the IFS kit.
