I’m writing some serious documentation for a driver and was trying to
decide if the links I get to the MSDN online documentation are stable (for
a few years?). For example, ScsiPortInitialize seems to say
http://msdn.microsoft.com/library/en-us/storage/hh/storage/k301_9n76.asp is
it’s current link, but will that link be broken next week?

No, the links in the library are not stable at a page by page level.
The online library is rebuilt approx. quarterly, and when it’s cleaned up
the page level links are redefined.
Your better bet will be to instruct your readers to do a search for the
API/DDI, as this is more likely to hit what you expect over time.
