How to get notification of mount volume in service?

Is it possible without creating an invisible window? I have read MSDN about
WM_DEVICECHANGE, RegisterDeviceNotification… Still can’t receive something
like DBT_DEVICEARRIVAL (DBT_DEVTYP_VOLUME) in the service for USB Flash
disk…

AFAIK it works for top-level windows only.
