Are you referring to Programming the Microsoft Windows Driver Model? If so
I’ll hunt it down.

Could you point me to the threads that you mention. I’ve searched the
archive under “load order”, “legacy”,
“install”, “tag”, “DependOnService” and now “Oney”, but I haven’t come
across an explicit set of PnP manager load order rules. In the DDK I see
sections that state that the PnP manager will load the WDM drivers first,
but I also find sections that say it supports the “DependOnService”
parameter.

Walter Oney covers this fairly well in his book, and it has been a subject
of several discussions here an in the newsgroups. The PnP manager loads PnP
drivers according to it’s own guidelines.
