Hi!
I making a guess but maybe it is because you have not formatted any volume in a format that makes use of this file system.
In other words, except the file system that is present on boot partition, all other file system drivers are loaded by the Fs Recognizer as and when a volume using that file system is mounted.
If none of the partitions have your file system, your file system driver will not get loaded.
This type of loading is specified by Start Type value of 4.

But I read somewhere on the web that the windows is protected against file systems installtions.
In order to bypass this issue, some file in the windows directory has to be replaced, is it correct?

It gives instructions on how to patch a system file used by WFP to
disable WFP. Normally in Windows XP, WFP be disabled for one boot only
by editing the registry path indicated in the article. What the patch
(assuming it is correct) appears to do (in effect) is allow this
registry key to disable it persistently. That being said, I have no
idea of whether the article is correct, although the basic steps are, as
I recall from several years ago, plausible.
