Firmware File Locations?

We have a card that requires firmware loading each time the computer is
booted. What is the appropriate place to put this file? Should it go into
the \winnt\system32\drivers section? Or into another application directory?

Yes.
In your driver, open the file as \SystemRoot\system32\drivers\yourfile.
