Back in November 2006 Pavel A. said there was a known bug in windbg:

I don’t know if the power management part has been fixed, but I am
definitely able to connect with the 1394 disabled on Longhorn beta 3
(6001.3-x64-CHK), and I believe I was able to do the same on Vista RTM,
but I don’t have a target setup with that right now to confirm.
I’m not sure this helps, but hope that it does.

Even the help file with v6.7.0005.0 says:
“In KD, you can press CTRL+R (Re-synchronize) and then press ENTER to
synchronize with the target computer. In WinDbg, use CTRL+ALT+R or Debug
| Kernel Connection | Resynchronize.
These commands frequently restore communication between the host and the
target. However, resynchronization might not always be successful,
especially if you are using a 1394 kernel connection.”
