filter driver under win95/98/Me

I would like to know if it’s possible to build a filter driver (for
encryption) for Windows 95/98/Me. If yes, that what I would need.

Yes it’s possible. Use http://www.sysinternals.com/files/FILESRC.ZIP as a
starting point.
